Policy and regulatory developments

European Commission has launched a number of initiatives including the EU efficiency package for data centers which will include mandatory reporting requirements under the Energy Efficiency Directive, with a new, comprehensive package of standards to tighten data center energy performance standards.

There is also the Cloud and AI Development Act which aims to strengthen Europe's leadership in cloud computing and artificial intelligence (AI).

Community and environmental impacts

As more data centres are constructed, they place increasing pressure not just on local grids and water systems, but on the communities that host them. Data centre operators are exploring partnerships with local communities for heat reuse, social charters, and upskilling initiatives, emphasizing data centres as energy and heat nodes contributing societal value while addressing environmental sustainability.  

European PPA market – Is it fit for purpose? 

Europe signed only 280MW of renewable energy PPAs in May 2025, representing the lowest capacity of PPAs signed in Europe since 2020, according to Pexapark’s monthly ‘PPA Times’ report. This is also an almost 80% drop from the previous month in terms of capacity, and a 45% drop in number of deals signed. What should energy procurement look like in the future and how is the PPA market evolving to demand.
