Michaël Reffay is the Managing Director of France Datacenter, where he advocates for the French data center ecosystem and its entire value chain. In this capacity, he plays a key role in advancing France’s strategic positioning and development within the digital infrastructure sector.

With over a decade of experience in the digital field, Michaël brings deep expertise in artificial intelligence and digital infrastructure. He previously served as Digital Innovation and Emerging Technologies Advisor at the Permanent Representation of France to the OECD, and as Advisor to the French Minister for Digital Affairs.

Earlier in his career, Michaël led initiatives on data and cloud policy at the French Ministry of Economy and Finance, where he was the architect of the National cloud and quantum Strategy and acted as France’s lead negotiator for the European Artificial Intelligence Act and the Euro High Performance Computing initiative.
